We are currently seeking a Senior Transportation Engineer/Maryland State Leader to join the East Region Infrastructure Unit. 

 

 

RS&H is looking to continue to grow its presence in Maryland at the state and county levels and are looking to bring on a successful leader with an established presence in the Maryland market and the drive and ability to grow the business, expand the RS&H brand and to hire/lead a staff of professionals to achieve mutually agreed and established business goals.

 

The State Leader must demonstrate the ability to implement a comprehensive business plan, initiate and maintain a strong working relationship with clients and project partners and perform diverse and complex work tasks requiring technical, communication, and management expertise. The successful candidate may also serve in an executive leadership role on significant projects currently under development in Maryland, providing oversight and management of contracts and tasks, coordinating directly with client leadership and providing senior level guidance on issues related to commercial, technical, environmental, solicitation, tolling and other disciplines affecting the project development.

 

The State Leader will have a proven record of successful business development and marketing activities and have a strong relationship with leadership and staff at Maryland transportation agencies. The successful candidate must be able to refine and implement a business and growth plan for Maryland and, grow the business in the Maryland market and surrounding jurisdictions in coordination with RS&H National Market Leaders and Northeast Division Leader.

 

Qualifications:

  • ABET accredited Bachelor's in Civil Engineering, Planning, Business or Public Policy degree from an accredited university;
  • Minimum 15 years of progressive leadership experience within the transportation field (Alternative Project Delivery (APD)/civil engineering/roadway/structures/traffic engineering studies) either for the public sector or private sector;
  • Knowledge of and project management experience working directly with MDSHA/MTA, or other Maryland transportation agencies, with experience with VDOT, PennDOT or surrounding jurisdictions also a plus; 
  • Project Management experience working on complex transportation projects and administering contracts;
  • Strong supervisory skills leading multiple teams and people; and established client relationships/marketing and business development experience;
  • Experience with the development of significant traditional and alternative delivery projects and coordination with regulatory agencies, FHWA andother project stakeholders.

Preferred Qualifications:

  • Master's of Engineering degree, M.B.A. or other professionally recognized equivalent discipline;
  • Professional registration (PE) in Maryland with Pennsylvania, Virginia or other states preferred;
  • Experience participating in diverse transportation projects using Design-Bid-Build, Design-Build and APD projects;
  • Experience leading or working with large, multi-discipline teams;
  • Excellent organizational skills with attention to detail along with overall quality control and management;
  • Conscientious of project schedules and deadlines involving deliverables (including interim deadlines). Ability to track individual project tasks.  Financial management of individual and overall project tasks;
  • Knowledge of MDOT, MDTA, VDOT, FHWA and other state and local transportation agency procurement methods; and
  • Previous leadership experience leading multiple teams or offices preferred

Goals and Objectives:

  • Identify new clients and enhance relationship with existing clients to and pursuing potential opportunities in coordination with RS&H and the Northeast Division business plan and priorities;
  • Develop a Maryland specific business plan that is consistent with the priorities of RS&H and NE Division that meets or exceeds the identified goals for sales, net service revenue, EBBIT, associate growth and professional development; 
  • Build the RS&H brand in Maryland and surrounding jurisdictions and develop an interactive working environment for existing and new associates in our Maryland Office that highlights the team’s strength and creates a strong work-life balance for RS&H Associates; and
  • Continue to increase the rapport with MDOT SHA and MDTA officials related to future projects and those currently under development.
